I just ran a scan on Norton 360 and it quarantined a lot of Items. I want them fully gone from my computer, is there any way I could delete them for good using Norton?

I recommend Revo uninstaller. You can remove programs from your computer and it also runs these great scans that snag leftover registry items and files. Also it has the ability to remove files and it (to my knowledge) even makes them unrecoverable by restore points. I would recommend that for getting rid of that stuff

You have a trial version of Norton?
Solution: switch to a free alternative like Avast, Avira, AVG,...
